Cadre Restructuring of Group 'C' employees in Department of Posts

FNPO& NUGDS tendered evidence 

FNPO tendered evidence before the GDS pay Committee headed by Sri Kamalesh Chandra, Chairman, from the official side Sri TQ Mohammad Secretary, Sri Susheel Member and from the staff side  Sri D Theagarajan, Secretary General FNPO, Sri TN Rahate, President FNPO, Sri Rajat S Das, working president , FNPO, Sri D Kishan Rao, Genral Secretary, NAPE Group-C,Sri PU Muraleedharan, General Secretary, NUGDS, Sri CH. Laxmi Narayana Prsident NUGDS Sri B Shivakumar, Asstt. General Secretary, NAPE Group-C, & Sri L LKrishna Prasad RR, NAPE Gr-C, AP Circle were tendered the evidence. A Video Presentation for 25 minutes was made before the commission showing the nature of duties of all the cadres of the GDS employees, usage of biometric devices for payment of MGNREGA, Social Security Pensions and the interview of the Hon’ble Communication Minister, Sri Ravi Sankar Prasadji covering the projects under took by the rural postal network present and future. Sukanya Samradhi Account, RPLI, sale of Godavari water, PM Suraksha Bhima Yojana were highlighted in the video. The Chairman and GDS committee keenly watched the video presentation and positively responded on the points raised in the memorandum. The Commission may call unions again in July 2016.

Some of the salient features of the evidence

1. Amending the rule 3A of the GDS conduct & Engagement Rules and allotting the GDS employees to work for 8 hours. Necessary documents obtained under RTI Act were submitted in support of the workload of the BPMs.

2. Dispensing with the unscientific point system for assessing the workload of BPMs and evaluations of new method for the GDSMC/MD/Packers keeping the future need of the rural postal system.

3. Reducing the cadres in the GDS System by making common cadre atleast two and suitably fixing the wages.

4. Fixing the wages of the GDS agents based on the scales implemented to the Central Govt. Employees in the 7^th CPC minimum of Rs 20,000/- basic pay.

5. Finding ways and means for providing rented standard accommodation by the Department paying suitable HRA.

6. Cash conveyance arrangement to be made by the Department with conveyance allowance.

7. Fixed quota for the GDS employees in the PA recruitment and allowing GDS employees in the vacant posts of Postal Assistants like postmen & Group-D.

8. 5%  LR

9. The compassionate appointment of the dependents in case of   voluntary/invalid retirements

10.       Liberal transfer facility in place of limited transfer facility.

11.       Medical facilities, Group Insurance

12.       Chapter wise discussion of our Memorandum .

II) Today SG FNPO, General Secretary P4 and General Secretary NUGDS met Chairman Postal Board and discussed the following issues:
1) Cadre Restructuring.
2) Finacle issues.
3) Pension to T/S Casual Laborers who have observed as MTS after 2004.
Outcome of the meeting as follows:
1) Cadre Restructuring of PA/SA - File cleared by Chairman Postal Board and orders will be issued by establishment section.

2) In regard to Finacle issues, Secretary assured that all Finacle problems will be settled before June 3rd, 2016.
3) In regard to T/S Casual Laborers, the matter will be taken to DOPT in favour of T/S Casual Laborers by the Department before June 10th, 2016.
The present Chairman Postal Board is very positive and assured that all pending issues will settled as early as possible.

डाक विभाग की कोर बैंकिंग सेवा । 

कर्मचारी और  जनता 

          कर्मचारियों का यही उद्देश्य होता है कि वह ऐसा कार्य करे कि जनता उससे खुश रहे और डाक विभाग का नाम रोशन हो। परन्तु कोर बैंकिंग सेवा से हो रही परेशानिओं  के कारण इस समय न तो कर्मचारी खुश है और न ही जनता। एक तरफ तो हम खुश हो रहे हैं की 22 हजार से भी ज्यादा डाकघरों को कोर बैंकिंग सेवा से जोड़ दिया गया है। इसके लिए  निः संदेह वह सभी कर्मचारी धन्यवाद के अधिकारी है,( बिना प्रापर प्रशिक्षण / पर्याप्त संसाधन के ) जिनकी मेहनत से यह कार्य संभव हो सका है। परन्तु जिन  कर्मचारियों की मेहनत के बल पर यह कार्य संभव हो सका है, उनकी परेशानियां कब दूर होगी यह समझ में नहीं आ रहा है। सुवह से लेकर शाम तक यहाँ तक कि 10 बजे रात तक कार्य करने के बाद भी जनता की संतुष्टि की जगह शिकायत और डांट सुननी पड़ती है तो उसके  दर्द ए दिल की हालत का अंदाजा आप स्वयं लगा सकते हैं। 

न कर्मचारी खुश हैं और न जनता 

           बार बार सुनने में आ रहा है कि अतिरिक्त सर्बर लग रहा है।  बैंडविथ बढ़ाई जा रही है।  परन्तु इन सबके बढ़ने को कौन कहे हालत और भी ख़राब हो रही है।  अब तो परिवार के लोग भी दुखी आत्मा की संज्ञा देने लगे हैं। तमाम कर्मचारी तो यहाँ तक कहते सुने गए कि यदि यही दशा रही तो वी आर एस लेना पड़ेगा। अथवा 6 बजे के बाद बिना कार्य समाप्त किये ही आफिस छोड़ने के लिए मजबूर होना पड़ेगा। इस संबंध में हमारे संगठन का एकबार पुनः अनुरोध है कि  कोर बैंकिंग सेवा से सम्बंधित सभी परेशानिओं को जल्द दूर कराया जाय साथ ही सभी साथियों से भी अनुरोध है कि वह अपना धैर्य व साहस बनाए रखें क्योंकि

रात के बाद सवेरा अवश्य होता है
